What happened

Silvia Zhang and Guojun Xuan were arrested and charged with multiple child-abuse-related counts, including conspiracy. Prosecutors also allege accessory-after-the-fact and witness-dissuasion offenses, and say the couple misled surrogates about their circumstances and intentions. Authorities say the couple had more than 20 children, mostly through surrogacy, and ran a home-based agency recruiting surrogates nationwide. The investigation began after a hospital reported a 2-month-old had a traumatic head injury allegedly caused by a nanny. Fifteen children were removed from the couple’s Arcadia home, while six others were located elsewhere. Prosecutors say nannies beat children in monitored rooms; Xuan’s attorney says he is innocent. Prosecutors seek $100 million bail.
