Houston ICE Vetting Review

Democratic lawmakers demanded a review of ICE hiring, vetting and training after David Brouillette, the ICE officer who fatally shot 26-year-old Colombian national Johan Sebastián Durán Guerrero during a vehicle stop in Biddeford, Maine, was identified as having a history of violent behavior. Brouillette’s relatives and ex-wife said he had serious mental health problems, abusive conduct and threatening behavior before joining ICE. Federal officers at the scene had body-camera-capable devices, but they were not turned on. After a brief halt, ICE traffic stops resumed under rules requiring at least one body camera, specialized prosecutions training and an operational justification.
