Russia’s Foreign Ministry ordered Germany’s consulate in St. Petersburg to cease operations and said its staff must leave Russia by Sept. 18. Moscow framed the move as retaliation for Berlin’s closure last week of Russia’s consulate in Bonn and the Russia House cultural center in Berlin.
