California and 22 other states, plus the District of Columbia, asked the Supreme Court to keep a Boston federal judge’s order blocking parts of the Trump administration’s new Postal Service mail-ballot rule for the November midterms. The rule would require states to rapidly revise mail voting systems with new voter lists and bar-coded envelopes, giving USPS a screening role before ballots are delivered. The states said compliance would be impossible in some places and could prevent millions from voting by mail. Nearly 40 current and former election officials from 10 states also urged the court to block the rule.
