What happened
The House passed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 in a 262-159 vote, sending it to President Donald Trump for his expected signature. The legislation advanced after more than a year of talks and was revived after Sen. Lindsey Graham’s death in July, with lawmakers naming it for him. The bill targets Russia over the war in Ukraine, including officials, banks, energy interests and the shadow fleet used to move oil. It also extends sanctions on Iran’s energy and weapons sectors. Democratic leaders said it gave Trump too much tariff and waiver power, while supporters said it would pressure Vladimir Putin. Trump intends to sign it.
Both sides
From the left
Left-leaning outlets led with concern that the bill gives Trump large new tariff authority, rather than treating the vote chiefly as a foreign-policy win. The Guardian stressed Trump’s power to raise tariffs on buyers of Russian energy. Al Jazeera framed the package as bipartisan punishment for Russia’s war networks. MS NOW highlighted Democratic and isolationist warnings about authority Trump could use against allies.
From the right
Right-leaning outlets framed the bill as overdue pressure on Moscow and Tehran, with the Trump-power dispute treated as a partisan complication. The Washington Examiner emphasized an effort to cripple Russia’s war machine and punish energy backers. The New York Post lingered on the bill as a tribute to Lindsey Graham’s hawkish Ukraine stance. Fox News cast Democratic support as reluctant help for a Trump tariff victory.
