Colombia declared an economic, social and ecological emergency after Monday’s magnitude 7.4 earthquake killed 273 people, injured more than 3,800 and left almost 400 missing. President Abelardo de la Espriella invoked decree powers to speed reconstruction and aid in Chocó, the Coffee Region and Valle del Cauca. Cali hospitals and facilities near the epicenter are triaging critical patients after quake damage disrupted care. Rescuers approached the end of the 72-hour survival window Thursday, calling for silence around rubble to listen for survivors.
