Hawaii declared a state of emergency as Hurricane Lowell, a Category 3 storm with 125 mph sustained winds, approached the islands and prompted a tropical storm warning for Kauai and Niihau. The National Hurricane Center forecast Lowell’s center to pass west of the islands late Monday and Tuesday, with tropical-storm-force winds expected within 36 hours mainly over the western islands. Officials warned residents and visitors to prepare for heavy rain, flooding, mudslides and life-threatening surf, with Kauai potentially receiving up to 10 inches of rain.
