U.S. District Judge Indira Talwani issued a 14-day temporary restraining order blocking key parts of a USPS mail-ballot policy implementing President Donald Trump’s executive order, and DOJ asked the 1st Circuit to lift it. USPS has been building a screening system requiring states to submit voter data before absentee ballots are mailed for verification before delivery. A USPS whistleblower said the system is untested and error-prone, while election officials said compliance before the 2026 midterms is impractical for offices such as Maricopa County, which sends about 2.6 million ballots.
