North Carolina began sending mail-in ballots Friday, the first statewide rollout for the midterm elections, while counting and handling rules remain in court. U.S. District Judge Indira Talwani blocked the Postal Service from enforcing new mail-voting requirements tied to President Donald Trump’s March executive order through the Nov. 3 elections. The Justice Department has asked the Supreme Court to allow the changes. Hours before ballots went out, the North Carolina State Board of Elections told counties to reject ballots with specified technical errors, including mismatched voter names.
