What happened

An ICE vehicle struck Miguel Parra Hernandez, 48, in Houston on Saturday, leaving him with serious leg injuries. Harris County District Attorney Sean Teare said surveillance footage appeared to show an ICE officer intentionally driving into him, which could support an aggravated-assault charge involving a deadly weapon. The case is drawing scrutiny during a separate local investigation into a fatal July shooting by a federal immigration officer in Houston. ICE said Parra Hernandez ran in front of the vehicle during an operation targeting Jose Mendoza-Cervantes. Parra Hernandez’s lawyer said he did not know Mendoza-Cervantes. Teare said ICE and Homeland Security were not cooperating. His office expects a charging decision relatively soon.

How each side covered it

From the left

Left-leaning outlets framed the case as a possible criminal assault by an immigration officer, with accountability turning on local prosecutors’ access to evidence. The Guardian emphasized Teare’s view that the video could support an aggravated-assault charge. The Los Angeles Times highlighted prosecutors’ complaints that federal agencies had not cooperated in a separate immigration-officer shooting inquiry. Techdirt argued ICE’s account shifted blame until surveillance footage undercut it.
